Finance Minister Matia Kasaija is on the spot with queries being asked as to why he appointed an inexperienced person to head Uganda Lotteries and Gaming.
Aloysius Magasa was recently appointed the chairman of the betting body following the axing Manzi Tumubweine.
Tumubweine was dropped alongside the interdicted former CEO Edgar Agaba.
Agaba was axed from the lucrative job on corruption and embezzlement charges by the anti corruption court.
Now a section of players in the industry suggest Tumubweine’s replacement, Magasa, is a close friend of minister Kasaija.
His (Magasa) wife is Grace Magasa, the former mayor of Hoima Municipality.
Grace Magasa was very key in campaigning for Min. Matia Kasaija in 2016 general elections.
Stake holders in the gaming industry are very unhappy with this appointment and reveal that this is against section 6 of the gaming and lotteries act which states that the composition of the board shall consist of ” three persons, not being public officers, who are knowledgeable and experienced in matters relating to administration ofcasinos, gaming, betting and private sector management.
Xclusive UG understands these stakeholders have held a series of meetings wondering why of all people the minister would hire inexperienced Magasa.
Magasa, they say, has only worked as an administrative specialist with a catholic NGO, Kolping, based in Hoima, and therefore to head an industry (Gaming and Lotteries) that earns the country over Shs100 billion per annum, and involves international companies that have invested heavily in the industry and would need a well experienced management to smoothly run, is a big ask.
Sources go on to reveal that as if that’s not enough the minister also appointed Emily Kugoza as the board chairman for Uganda Investment Authority (UIA) in a letter dated 6th Feb where the entire board was dissolved with effect from 1st April and another board was reappointed with only Kugoza bouncing back.
All other members were dropped. Kugonza is said to be Kasaija’s tribes mate and close confidant.
Kasaija is further accused of appointing George William Bizibu as the Executive Secretary of the departed Asians’ custodian board.
Appearing before COSASE on July 2019, it was discovered that the custodians boss had been appointed by Kasaija and was operating illegally without an appointment letter since 2017.
A Parliament’s select committee tasked the minister to explain this, something he failed to do.
Bizibu hails from Kasaijas constituency Buyanja County in Kibaale district.
